Alaikumsalam Mohd Rouf. Err, ok yours maybe an emergency; afterall marriage should be hasten. I took the liberty of calling the Brunei’s Syariah Department which handles marriage, divorce and family matters.
The answer was that you both need to get permission from your own country to get married in Brunei, and should also state that you both are single.
If your gf’s wali is able to come all the way to Brunei to give hand to the marriage, that’s fine. If not, she should provide a letter from her wali stating that the wali is allowing a Syariah judge to be the wali instead (should also mention names here). Once all these letters are in hand, application can be made to the Syariah Department in Bandar Seri Begawan.
